In a proposal to the Arab Federation for Libraries and Information, Dr. Al-Musnad proposes standardized curricula for multiple tracks in libraries and information. In Arab universities, this will help develop regulated curricula in library and information departments.

According to Dr. Saleh Al-Musnad's intervention, the Gulf Cooperation Council should establish a Gulf Association for Libraries and Information. In 2008, Dr. Saleh Al-Musnad presented this proposal, but it has not yet been implemented.
